I think what this speaks to is the price Kremlin pays for running intelligence operations outside the official intelligence agencies. In this case Torshin - Putin pal, OC boss, government official - runs his agent Butina in the USA. She reports to him, he reports to Kremlin, Kremlin provides feedback, and so on. Result of this improv act is that yeah, they accomplished quite a lot, but did so in ways that have resulted in exposure that could perhaps have been avoided if the task had been left to the professionals. But I guess that's Putin's game. Who dares wins, pretty much, mostly. In any event, here is the press release, complaint, and affidavit in support of the complaint. UPDATE/ADDITION 2018-07-18: Below are links to the indictment that has since been handed down, a copy of the returned warrant, and the Government's memorandum in support of keeping Butina locked up until trial. The memo adds some new information, including that she had an ongoing relationship with the FSB (who may have offered her a job), and was observed in the company of a Russian intelligence officer who was believed to be working in Washington DC under diplomatic cover (so most likely SVR). So caveat my comments above about working outside intelligence agencies. And then there's the matter of her personal relationship with US Person 1.
